Because I've seen it multiple times where something triggers that safety late to cover the flat, leaving the middle of the field WAY open. The Boosts to Ball Security are because 1) fumbles from QB's were way too frequent, and 2) a response to the boost tp CPU tackling to try and help their Run Defense.
